Lakshman Singh

Dr Lakshman Singh is a technocrat, economist, and project manager with over 21 years of extensive experience leading and managing avionics projects at Hindustan Aeronautics Limited, a Defence Public Sector Undertaking (DPSU) of the Ministry of Defence, Government of India. He holds the designation of Deputy General Manager (Planning) there. Recognised as a technical leader by various agencies in the USA, Australia, Spain and India, he has received accolades for his technical and programmatic leadership in the aerospace sector. His academic interests span science, engineering, management, economics, and statistics at both undergraduate and postgraduate levels.

Dr Singh has achieved significant milestones in multidisciplinary research and demonstrated leadership in a wide range of Transfer of Technology initiatives, contributing significantly to the Make in India campaign. He authored a book on transfer of technology policy, which focuses on AI governance, ethics and policy formation in the Indian defence ecosystem. Dr Singh is a qualified Independent Director from the Ministry of Corporate Affairs Portal (MCA), Government of India. Dr Singh brings a cohesive vision for sustainable economic development to the Indian defence ecosystem, technology commercialisation, institutional governance and social welfare.
