Dr Alby John Varghese

Dr. Alby John Varghese is a senior Indian Administrative Service (IAS) officer currently serving as Managing Director of the Tamil Nadu Power Generation Corporation, Government of Tamil Nadu. Appointed in 2024 as the inaugural MD following the trifurcation of the state’s power sector, he leads efforts to modernize power generation infrastructure across Tamil Nadu. Prior to this, he served as Managing Director of the Metropolitan Transport Corporation (2023–2025), where he led key reforms in public transport, including the introduction of electric buses under Gross Cost Contracts, technology driven route optimization, and electronic ticketing systems. As District Collector of Tiruvallur (2021–2023), he managed flood response, law and order, and conflict resolution in a district of 2.7 million people. His focus on maternal and child health led to measurable reductions in mortality rates and improvements in the sex ratio at birth, earning him the Tamil Nadu Government’s Gold Medal and Best District Award (2023). His work in combating forced labour was recognized with the Chief Minister’s Good Governance Award (2022). Earlier, as Deputy Commissioner, Greater Chennai Corporation (2019–2021), he was the Incident Commander for Chennai’s COVID-19 response. He holds an MBBS from Calicut University and secured All-India Rank 4 in the 2012 Civil Services Examination.
