Rajan Vishal

Rajan Vishal is an Indian Administrative Service officer with over 21 years of leadership experience in public policy and governance. He currently serves as Mission Director, Jal Jeevan Mission and Secretary to the Government of Rajasthan, Public Health Engineering Department, where he is leading India's largest rural drinking water programmes. His career spans from administering insurgency-affected and underserved regions to shaping state-level policies in public finance, agriculture and infrastructure. A graduate of the Harvard Kennedy School, Rajan was an Edward S. Mason Fellow, a Fulbright-Nehru Scholar, and also completed Harvard's Executive Programme in Management, Leadership and Decision Sciences. 

Rajan has led transformative governance initiatives in elections, disaster management, public health, and rural development. His work to increase women's electoral participation in Rajasthan's least literate district earned the Election Commission of India's Best Electoral Practices Award. He also launched a menstrual health campaign benefiting over 300,000 adolescent girls, established Rajasthan's first women-led sanitary napkin manufacturing unit, and mobilised communities to eliminate open defecation across 3,759 villages. More recently, he has championed reforms in evidence-based policymaking, innovative infrastructure financing and Rajasthan's first voluntary carbon credit programme for farmers.
